В 2014 году в акватории Южно-Китайского моря началось создание китайских искусственных островов. Буквально за год китайским инженерам удалось создать несколько участков суши общей площадью больше 4 км₂. Строительство подобного острова начинается с геологической разведки. Специалисты изучают рельеф морского дна и подбирают подходящие возвышенности. Это могут быть затопленные островки, подводные скалы или коралловые рифы. Только после этого на выбранный участок привозят строительные материалы, в том числе, особый бетон, предназначенный для гидротехнических сооружений. Затем специальные установки поднимают со дна моря песок и распыляют его в выбранном направлении, пока не образуется достаточно высокий участок суши.
Китай намывает гигантские песочные массы на рифы и мели, искусственно увеличивая количество островов архипелага Спратли. Азиатские соперники Китая рассматривают эту его деятельность как попытку наложить руку на все Южно-Китайское море.
Китайская сторона и раньше занималась созданием искусственных островов, например, возле Гуанчжоу. Но тогда новые участки суши были нужны исключительно для увеличения сухопутной территории страны. Теперь же за инженерными решениями скрываются вполне конкретные геополитические задачи.
Контроль над Парасельскими островами и архипелагом Спратли
Формально оба архипелага считаются нейтральной территорией, но за право обладать ими борются сразу 6 государств: КНР, Вьетнам, Филиппины, Бруней, Тайвань и Малайзия. Интерес к маленьким, каменистым островкам вызван, в первую очередь, их выгодным географическим положением, а также наличием в Южно-Китайском море нефтяных и газовых месторождений. По подсчётам специалистов, запасы полезных ископаемых в материковом шельфе настолько велики, что могут обеспечить Китаю новый промышленный рывок. С момента образования КНР китайские власти считали эти острова своими. Даже на отпечатанных в Китае географических картах Спратли и Парасельские острова обозначены как часть Поднебесной.
В 1980-е годы территориальный спор по поводу принадлежности двух архипелагов даже вылился в вооружённое столкновение между Вьетнамом и Китаем. В ходе боевых действий погибли 70 человек. В 2016 году Гаагский арбитражный суд пришёл к выводу, что КНР не имеет права на владение Спартли и Парасельскими островами. Однако китайские власти назвали это решение необоснованным и продолжили свою морскую экспансию.
Новые острова способны выдерживать большие здания, человеческие поселения и разведывательные системы, включая радары. Поэтому китайское «островостроение» вызывает беспокойство Вьетнама, Филиппин и других стран Юго-Восточной Азии, которые тоже претендуют на Спратли.
Международное морское право гласит, что акватория государства должна представлять собой двухсотмильную зону. Причём, это расстояние отсчитывается от крайней сухопутной точки, принадлежащей данному государству. Морские и океанические просторы, выходящие за пределы этой зоны и не являющиеся акваторией другой страны, считаются нейтральными. Таким образом, появление новых участков суши должно привести к пересмотру морских границ между государствами, имеющими выход к Южно-Китайскому морю. Контроль над Южно-Китайским морем, наращивание военного присутствия и защита водных транспортных путей Искусственные острова стремительно милитаризируются. Фотоснимки, сделанные американскими спутниками, показывают, что на новых островах уже появились зенитные и противоракетные комплексы.
Всё это говорит о том, что Китай намерен наращивать свою военную мощь на данных территориях и расширять сферы своего влияния. Военно-морские силы, базирующиеся на новых островах, также отвечают за две важных, стоящих перед Китаем задачи: Обеспечение безопасности транспортировки нефти из арабских стран, Защита китайских буровых установок. Всё это означает огромные таможенные пошлины, поступающие в китайскую казну, и беспрепятственную разработку нефтяных и газовых месторождений.
Территориальный конфликт в Южно-Китайском море может привести к далеко идущим последствиям. На региональном уровне китайская экспансия уже привела к локальным стычкам. Во Вьетнаме — втором претенденте на господство в этих водах — уже прошла целая череда антикитайских митингов и маршей протеста.
В результате было разгромлено несколько китайских предприятий, а само пребывание граждан КНР на территории Вьетнама стало крайне небезопасным. На высшем уровне этот конфликт означает сплачивание стран Юго-Восточной Азии вокруг США — сильнейшего геополитического противника КНР. По мнению ряда аналитиков, дальнейшая китайская экспансия может привести к началу вооружённой борьбы за господство на Тихом океане.
To those who are professionals who study issues in urban transport, I want to say the following. Due to the fact that this invention will necessarily appear on the roads of different cities around the world, I do not have the slightest doubt that this mode of transportation will supersede buses, trams, and trolleybuses in the cities of the future. The second level of this mode of transportation has huge potential to provide an efficient, economical, safe, environmentally friendly, comfortable, and maneuverable conveyance that is independent of the general traffic flows on arterial roads. That is because the lane separator between lanes satisfies all of the requirements for the creation of this mode of transportation. It will inevitably take its rightful place as a modern urban form of transportation. It is just simply too tempting to be able to travel without traffic jams at any time of the day or night.
I can imagine that someone would like to ask me if I am personally ready to undertake the introduction of this type of transport in practice, that is to say, to see the project through all stages from the design and construction of the first prototype to the testing and certification of the industrial product. And I can answer that I am not only ready, but I consider it my direct duty as the creator of the idea and patent owner (the person with the formal right to realize the invention) to produce second- and third-level gyroscopic transport. I've been developing this idea for two years now, and I'm prepared to bring it to fruition in practice. First, we will finish designing the entire model range of cars and transit stations. And then, if everything goes according to the plan, in 2020 tens of thousands of fans from different countries around the world attending one of the big international sports competitions will be able to see and even ride for free the most luxurious urban gyro monorail trains, the transport of the future. I propose that the gyroscopes in these cars will be initially powered by flywheels that are wound-up in the morning. They will continue to be powered throughout the day from the energy supplied by solar panels that are mounted on the roofs of the cars. My hope is that this will be the most important transport event of the next two decades.
I can say without exaggeration that this mode of transportation is compatible with the human habitat, with the spaces in which city dwellers recreate. It can pass alongside parks, squares, and pedestrian paths, and in some cases it can even ride alongside people strolling down wide boulevards. After all, it is absolutely safe in both ecological and physical terms. It cannot cause serious injury. The most it would do if it hit a person who is standing on the monorail would be to push him out of its way. In a word, Anna Karenina would not have been able to commit suicide if she threw herself in front of a gyro monorail, no matter how much she wanted to. Therefore, we should classify this vehicle as a mode of friendly transport. It is a vehicle that is always nearby and is never late. It makes no audible noise, and when you travel on it, you will be able to relax in one of its comfortable seats.
Finally, a few words about the commercial side of the proposal. Dahir Insaat considers the gyro monorail to be a priority business project. Starting today I am ready to accept offers to license this mode of transportation. I am prepared to sell everything from a manufacturing license to the exclusive right to operate this vehicle in specified countries.
